- Deborah A. Santiago, Vice President for Policy and Research, Excelencia in Education

Deborah A. Santiago, PhD, is the co-founder and Vice President for Policy and Research at Excelencia in Education and brings her extensive experience in education policy and research to the challenge of accelerating Latino student success. Her current research focuses on state and federal policy, accountability, program evaluation, and student success in higher education. Recent publications include, “How Latino Students Pay for College: Patterns of Financial Aid,” and “Modeling Hispanic-Serving Institutions (HSIs): Campus Practice that Work for Latino Students.” She serves on the editorial board of the Enrollment Management Journal and the board of directors for DCVoice. Deborah has a bachelor’s degree in economics, a master’s degree in urban affairs, and a doctorate degree in education policy.
- Watson Scott Swail, Ed.D., President & CEO, Educational Policy Institute
Dr. Swail has published extensively in national journals and publications. Recent publications include "Latino Students and the Educational Pipeline," "The Affordability of Higher Education," and "Higher Education and the New Demographics." He has been published in Phi Delta Kappan, Change, and the Chronicle of Higher Education.
Dr. Swail serves on a number of national advisory committees, including technical review panels for the major U.S. longitudinal and cross‐sectional surveys sponsored by the U.S. Department of Education, National Center for Education Statistics.
Prior to establishing EPI, Dr. Swail served as the Founding Director of The Pell Institute and Vice President of the Council for Opportunity in Education. He previously served as senior policy anaylst with SRI International and associate director for policy analysis with the College Board. While with the Board, Dr. Swail co-directed the Trends in College Pricing and Trends in Student Aid reports released in the U.S. each fall.
- Carlos Nevarez, Ph.D., Associate Professor, Department of Educational Leadership and Policy Studies, California State University, Sacramento

Dr. Carlos Nevarez is an Associate Professor and Director of the newly developed Independent Doctoral Program in Educational Leadership and Policy Studies at California State University, Sacramento. He has focused much of his work on developing academic programs designed to cultivate transformational leaders capable of advocating for the promotion of equitable educational institutions.
His recent research focuses on addressing what type of leadership training is available for higher education leaders and the impact and effectiveness it has on their leadership skill development. Current research also focuses on how professors of color and their students negotiate the classroom environment when addressing issues of social justice and diversity. He has taught numerous courses on the topic of leadership theory, diversity, research, and student affairs.
- Magdalena H. de la Teja, Ph.D., J.D., Dean of Student Services, Austin Community College

Dr. Magdalena H. de la Teja is Dean of Student Services at Austin Community College, South Austin Campus. Prior to her current position, she worked for 8 years in Student Affairs administration at The University of Texas at Austin and 3 years as an attorney with the Texas legislature.
Dr. de la Teja serves on the Strategic Advisory Committee of the NASPA Latino Knowledge Community and was honored by them as the "Outstanding Senior Student Affairs Officer" in 2008. She is President of the Texas Association of Chicanos in Higher Education (TACHE) for 2008 and served as President-Elect and Chair of the 33rd Annual TACHE Conference in 2007. Dr. de la Teja has served on the Texas Higher Education Coordinating Board Closing the Gaps Latino/a Students Task Force. She also served as a faculty member for the James E. Scott January 2006 Institute for Critical Issues, "Forging Partnerships to Manage Changing Resources".
- Harold A. Santiago, Senior Special Programs Coordinator in the Office of Admissions, Holyoke Community College
Mr. Santiago serves as the founder and director of the Avanza 2 College program at Holyoke Community College. This program brings together area high school students, parents, community organizations and professionals in higher education, in an effort to create access to higher education for high school students in the Holyoke Public School District. This program is particularly successful because Harold focuses on guiding not only the student, but also the students' family and support network along each way of the college search process. His unthreatening approach promotes higher education as a natural progression from high school.
In addition to his recruitment, admissions and Avanza 2 College efforts, Mr. Santiago coordinates the Transition to Business (TTB) program, a curriculum based initiative that promotes student success and retention for minority students who have goals of transferring to the highly competitive Isenberg School of Management.
- Juan Guardia, Ph.D., Director, Office of Multicultural Affairs, Florida State University
Dr. Juan R. Guardia is Director of the Office of Multicultural Affairs and Visiting Instructor in the Higher Education Administration graduate program at Florida State University in Tallahassee. He received his A.A. from Miami-Dade Community College, B.S. in Communication and M.S. in Higher Education from Florida State University, and Ph.D. in Educational Leadership – Higher Education Administration from Iowa State University. His 2006 dissertation explored the factors influencing the ethnic identity development of Latino fraternity members at a Hispanic Serving Institution and in 2007 received the inaugural Richard McKaig Outstanding Doctoral Research Award from the Fraternity Executives Association and the Center for the Study of the College Fraternity at Indiana University.
