Drawing on the Office of Civil Rights documents (e.g., 2011 Dear Colleague Letter, the 2001 Revised Guidance, and the Montana Resolution), this issue adopts an action-plan approach so institutions may take immediate and effective steps to eliminate harassing conduct, prevent its occurrence, and address its effects.
