Final Report: Partnership to Elevate Policy and Practice, Campus Sexual Violence and Guns on Campus
This report, the third installment in a joint partnership between NASPA—Student Affairs Administrators in Higher Education and the Education Commission of the States, connects policy and practice through two integral issues: campus sexual violence and guns on campus. This publication tracks recent state-led legislation around both issues for the last two years and offers this information in the form of a series of illustrative charts and maps. During 2015, at least 29 states introduced campus sexual violence legislation, and in 2016, at least 22 states proposed legislation in kind. A majority of state policies addressed one of four themes: defining affirmative consent, role of local law enforcement, transcript notation, and the role of legal counsel.
Regarding campus firearm legislation, at least 16 states considered policies involving guns on campus in 2015, while at least 19 states considered campus gun policy legislation in 2016. This is the final report after the release of a two corresponding briefs; State Legislative Developments on Campus Sexual Violence: Issues in the Context of Safety, and, Guns on Campus: The Architecture and Momentum of State Policy Action.
The FLSA Final Overtime Rule: A Resource Guide for Student Affairs Professionals
The Fair Labor Standards Act (FLSA) Final Overtime Rule has substantially increased the salary threshold for exemption from overtime pay among many executive, administrative, and professional employees nationwide. The effect of the Final Rule will be felt by colleges and universities nationwide; many employees will now be eligible for overtime pay unless their salaries are brought in line with the new $47,476 minimum salary threshold or their hours are not confined to 40 hours in a given workweek. These changes, set to take effect December 1, 2016, occur at a time when many institutions face persistent budgetary pressure. Moreover, the Final Rule’s impact on new types of employees not traditionally eligible for overtime pay will create the compliance challenge of tracking irregular work hours or discerning between ‘work’ and ‘nonwork’ activities for many employees. This publication serves as a Resource Guide for campus-level planning within departments and divisions in student affairs.
Landscape Analysis of Emergency Aid Programs
This report provides a comprehensive look at colleges’ use of emergency aid to address a variety of student needs. The publication describes how emergency aid programs are operated, including details regarding primary departments responsible and number of students served. The report also presents 10 components of robust programs; challenges and opportunities for increasing the number of students served; and considerations for colleges that intend to more closely examine the influence of emergency aid on students’ persistence toward a degree. Woven throughout the report are exhibits that describe the delivery of emergency aid among multiple sectors and sizes of institutions, and examples of effective campus practice.
The Culturally Engaging Campus Environments (CECE) Project
Leaders in higher education, government, and industry have all reinforced the importance of increasing the number of college graduates who are prepared to be productive members of the workforce. As a result, institutions of higher education face pressure to enhance learning outcomes and increase graduation rates. However, the students entering college are becoming increasingly diverse, and institutions of higher education are struggling to increase learning and success among diverse populations on their campuses. The Culturally Engaging Campus Environments (CECE) Project offers a new approach to achieving these college completion goals.
